    The local government reform is indicative of the so called Douglas approach, fast paced reform to establish momentum. It is sometimes called the shock doctrine.

      yet another example of this government thinking it knows better than local communities.

      Government says its RMA reforms will negate the need for regional councils. maybe, maybe not. a prudent and balanced government would wait to see what aspects of its changes survive election scrutiny and which aspects pass the test of effectiveness and workability. once that is determined what local body structures are required can then be properly examined.

      Government also says there is demand for local government reform. Right, then pass enabling legislation which allows local councils to talk about reform, if they wish to, and to determine a structure that works for them.
