    ANALYSIS ONE

Finance Minister Nicola Willis cast fresh doubt on whether New Zealand will pay for the offshore carbon credits it currently needs to meet its 2030 promise to halve greenhouse gas emissions.

She also backed away from a full commitment to meeting that goal, known as a 'nationally determined contribution', saying the government was making "best endeavours".

She is making the statement (rather than Luxon) to infer its domestic policy about saving money here … not being bad people, in not keeping out international obligations (Luxon and Peters and Watts area).

Effectively the coalition out of the Paris Accord compliance but has not had the honesty to say so. National is following ACT policy.

Someone should ask MFAT (Official Information and or in the House to Peters, Watts and Luxon, about what impact his will have on

    1.our international standing

    2.trade with the EU

3.our (now doomed?) effort to lead a path to rebuilding WTO (sans MFN breech nation USA) – we will become bystanders to the work of others. If they require Paris Accord compliance what then?

    ANALYSIS TWO

Willis is not including the cost of buying the credits in future budgets to make them look better than they are.
