The left will certainly be disappointed when they find out how ineffectual a capital gains tax turns out to be. In any coalition negotiations TOP, Greens, and TPM should make it their bottom line to refuse a CGT, and replace it with something with more teeth such as a wealth tax, land tax, or FER tax.
If I was in the room
*33% tax rate on the big 4 banks via a progressive company tax rate impacting those making $B in profit ($500M)
*an estate tax
*a stamp duty on property over $2m
*a land tax on residential property over $1m
*a mortgage surcharge at 10% of the OCR rate ($500M) – this allows a 0.25% to 0.5% ($1B) lower OCR
This should allow UI where it is most pertinent and useful.
UI to the non working partner (exclusion of support is unfair to couples in a two income society) and also those working part-time and or casual (young people seeking FT work by expanding experience, parents with childcare arrangements and those between jobs who want to avoid the nightmare of W and I if they can).
I was thinking a land tax on residential property over $2m.
$1m would capture too many asset rich. Further, it would align with your proposed stamp duty
